OCTOBER 24, 2005


Chairman Robert Gagne called the meeting to order at 6:36pm.  Councilors present included Suzanne Roberge, Richard Clough, Michelle Kareckas, and Norma Tutelian.  Town Manager Jeffrey A. Grossman and Assessing Agent Rosann Maurice were also in attendance.  

Ms. Maurice explained that the 2005 Valuation Return needs to be submitted to the State by November 1st.  The Board agreed to come in to sign the Return on Friday.

Ms. Maurice provided the Board with the State’s Ratio Analysis for 2007 and information regarding combining of lots.  Mr. Grossman suggested holding a separate meeting or workshop to discuss the issues.

Ms. Maurice informed the Board that the personal property declarations have not been updated for the current tax year.  The declaration forms are missing.  It is possible that the prior agent took them in error or misplaced them.  He was contacted and stated that they were here in the office.  The Board agreed that recommitting the personal properties would be difficult.  Mr. Grossman suggested handling each case on an individual basis as abatement requests are filed.

Ms. Maurice also informed the Board of a situation regarding lot consolidation for Ruth Boston.  In 2002 Mrs. Boston, by deed, combined four non-conforming into one.  She spoke with the former Assessing Agent and was told that she could separate them again.  The Town’s Zoning Ordinance does not allow for the creation of non-conforming lots.  The Board agreed that the lots can not be combined.

Mr. Gagne adjourned the meeting at 7:24pm.
