The meeting was called to order by Tom Harmon. Minutes from the January 19tI~ meeting were approved.
Tom reviewed the following items from the January 19th meeting as a guide for the meeting’s discussion
about proceeding with the Young St. property:
• maximizing the Young St. and church property frontage
• reducing the overall size to 10-12,000 SF
• renovating the existing space to allow for addition work done in phases
• moving the rectory
• locating access from the parking lot
• defining initial systems (heating, cooling, walls, acoustics, etc.)
• emphasizing need for good sightlines within the building
• emphasizing staffing limitations.
Fred expressed the committee’s disappointment in the plans that had been presented at the January 11th
meeting. Barbara acknowledged and addressed those concerns. There was agreement that better
communication at all levels is needed.
Going forward, the discussion centered on the issues above and possibly doing the construction in two
phases. In the first phase the Library would relocate to Young St. with just the first floor of the church
available. That would provide approximately 5K SF. The second phase would add 5K-7K SF to the
building. There was consensus that that Barbara will begin working on plans to reflect this option. She
will provide examples of other libraries that JCJ has worked on in similar fashion.
The group also discussed plans to address the drainage issues on the property. A $200,000 federal funds
grant has been awarded to the Town through the Southern York County Planning Commission for
drainage work, asbestos removal, lead paint and mold abatement. There are some procedural items that
need to be worked out before the funds can be disbursed. John is working on this.
The next steps in the process are for JCJ to provide revised building plans. The group is planning to meet
again on Weds., Feb. 24th at lOAM, at the Town Hall.
