Natural Resources Subcommittee
Meeting Notes: February 16, 2003

Town Hall
Present: Mimi Demers, Carrie Patch, Kevin Dawson, Jean Demetracopoulos & Jack Kareckas.
Items discussed:
1. Materials prepared by the Planning Department were distributed that included the current plan sections on Natural Resources, Implementation Strategies and selected maps, and January 28, 2003 topic summaries by individual and group.
2. Discussion followed on the suggestion for joint meeting(s)/workshop(s), early on in the process, with groups or committees with similar or overlapping interest. These groups may include:
Subcommittees: Land Use, Cultural, Housing and/or others
Standing committees: Conservation, Planning, etc.
Agencies or organizations: IF&W, GWRLT, Eastern Trail Alliance, Mt.A Conservation Initiative, etc.
Due to the overlapping nature of our work and the need to coordinate the various subcommittees’ efforts, other committees shall be notified of upcoming events.
3. Jack Kareckas shall record and distribute the meeting notes, which shall be reviewed and approved at the next scheduled meeting. Approved meeting notes shall be posted with the Town.
4. Discussion of subcommittees. It was noted that recreation has not been included as a subcommittee. This topic is included in the current plan Implementation Strategies section and was reviewed under the Public Facilities and Services Section.
5. We reviewed Jack Shipley’s Feb. 14, 2003 memorandum.
6. The Conservation Commission distributed a Citizen Survey in approximately 1995. This survey’s results should be reviewed as another comparison point with the 1989 survey and the currently proposed survey.
7. The Planning Department prepared a list of map overlays available from Southern Maine Regional Planning Commission (SMRPC). This list was reviewed and supplemental references were added. (Revised list attached)
8. Jean has a map that shows the current open space in the town. This map also includes Town and State owned property, rivers, streams and ponds and their associated Resource Protection Buffers. (It was not discussed but, as an aside, this map could be more useful to other committees in a digitized format and possibly included on the revised mapping overlays)
9. We plan to include agriculture, obvious relation and impact, as a part of the NR review. It will be helpful to compare income studies vis-à-vis agricultural land uses.
10. We reviewed the subcommittee process. This shall include a discovery phase that will review the current plan, references, maps, surveys, reports and other factual information pertinent to the committee’s work. The information will be applied to develop a written natural resources summary and ultimately creation of new or revised implementation goals and strategies.
11. Meeting Schedule: first and third Sundays, March through May, 6 –7:30 pm, Meeting Room #2 Town Hall (pending confirmation with Roberta Orsini)
12. For the next meeting, March 2, 2003:
a. Review the materials mentioned in Item 1.
b. Check off NR related items on the discussion summaries.
