Meeting Minutes October 4, 2006 Meeting of Comprehensive Plan Committee

Present at meeting:

Susie Scott, Assistant to Town Planner
Jack Kareckas, Member of Public Audience

Vice Chair, Dennis Smith opened the meeting at 6:40 pm by introducing Jack Mettee, consultant from Appledore Engineering who has been hired by the Town to assist with State Planning Office (SPO) plan review of the Town’s Comprehensive Plan draft.

Mr. Smith requested the Committee meet once more to review draft prior to sending it to the State and Public Hearing to ensure it meets specific criteria. Ruta Dzenis, SPO official reviewer and contact, has requested to meet with the Committee to discuss inconsistencies with the draft.  

Mr. Mettee presented the Committee with his response to the SPO’s three (3) stated inconsistencies with the draft plan:

Recommendation 1
- Revision of Population Projection numbers provided by the State.
- Discussion of Projected Year-Round Occupied Dwelling Units and use of different methods for deriving these figures.
- Mr. Mettee to follow up with a phone call to Ms. Dzenis regarding Projected Land  Acreage in regard to residential growth.
- Insert Table B in Zone Description for Future Land Use.

Recommendation 2
- Discussion of Implementation Action Plan and the role of the Vision Committee.

Recommendation 3
- Plan to include an affordable housing gap analysis.
- Housing goals and strategies to address needs of low/moderate income households.


Maps
Discussion of revision of the following maps to include modification and re-labeling:
Map 1 - South Berwick Growth Area: Growth Area Zoning (Formatting)
Map 2 – South Berwick Growth Area R1/R1A: Available land (Make this map into 2 maps to include definition of zones with black lines, remove contours and development constraints)
Map 3 – South Berwick Growth Area R1/R1A (Need to show overlay)
Map 4 – South Berwick Growth Area R2/R2A: Zoning for Growth Area R2-R2A (Formatting)
Map 5 – South Berwick Growth Area R2/R2A (Formatting)
Map 6 – South Berwick Growth Area R2/R2A (Need to rename map to “Net Development Constraints” and refine ownership and buffers)
Map 7 – South Berwick Industrial Area: Available industrial land (Formatting and revisions)
Map 8 – South Berwick Industrial Area: Available lots (Need to include Rod & Gun Club)

Ms. Demetracopoulos requested the Committee proof the draft memo and maps prior to it being submitted to SPO.

Mr. Fisk to coordinate a meeting with Ruta Dzenis to discuss submission of draft memo.

Meeting adjourned at 8:00 pm.
