Meeting Minutes
December 18, 2006

Present at meeting:

Vice Chair, Dennis Smith opened the meeting at 6:38 pm.

The minutes from October 4, 2006 were reviewed. The general consensus of the Committee was that the minutes were accurate.

Jim Fisk and Jack Mettee, consultant from Appledore Engineering, discussed the final revisions to the State Planning Office (SPO) plan review of the Town’s Comprehensive Plan draft.

The Committee reviewed the revised Recommendations and requested the following items be revised:

        Recommendation 1
·       Page 3: Table C.13 – Occupied Dwelling Unit #: Mr. Fisk to discuss number provided by the state with Ms. Ruta Dzenis, SPO reviewer.
·       Page 5: Residential Suitability Analysis – Table: Reference Figure 1: Mr. Fisk to review and make revisions.
·       Page 6: Mr. Fisk to make revisions.
        First Paragraph under Table B:
o       Typo in first sentence: the to that
o       Reference only Figure 1 – Delete Figure 5
        Second Paragraph under Table B:
o       Reference Figure 2
        Third Paragraph under Table B:
o       First Sentence: Change from 12 to 15 parcels
o       Reference Figure 2
·       Page7: Mr. Fisk to make revisions.
        First Paragraph:
o       First sentence: Reference Figure 3 after 39 acres
Second Paragraph:
o       2067 acres (SMRPC #) vs. Tax Map # - Reference which # used - either SMRPC or Tax Map
Last Paragraph:
o       Reference a Figure.
·       Page 8: Add residential area in I 2, not allowed to Industrial Suitability Analysis paragraph – Mr. Fisk to make revisions.
·       Maps/Figures: Mr. Fisk to make revisions.
o       Figure 3: Parcels to be added per comment from Ms. Demetracopoulos.
o       Figure 4: Net out slopes/floodplains/reference shoreland.
o       Figure 6: Add Owen Stevens land.
o       Figure 7: Net out slopes/floodplains/reference shoreland.

        Recommendation 2
·       Implementation Matrix:  RE: Goals & Strategies – Mr. Fisk and Mr. Mettee will coordinate creation of matrix.
·       Master Economic Plan: Mr. Fisk to discuss with Manager.
o       Mr. Smith to write a memo to the Town Manager.

        Recommendation 3
·       Add GAP analysis: Mr. Fisk to discuss Step Analysis with Ms. Dzenis.


Upon completion of Final Revisions, Mr. Fisk will submit revisions as one response to Ms. Dzenis.

Once the State approves the draft, the Committee recommended the Council hold:
·       Joint Workshop w/Council, Boards & Committees before Information Night.
·       Public Information Night (Provide final report @ Town Hall/Library/On-line).
·       Council Public Hearing.
·       Council Regular Meeting: Vote on Final Revisions.

Mr. Fisk will contact Ms. Dzenis to coordinate a meeting with the Committee and Ms. Dzenis, preferably for Tuesday, January, 23rd.

The Committee agreed for the deadline for draft completion will be the first week of January 2007.

Meeting adjourned at 8:03 pm.
