ROLL CALL: David Burke, Allan Breed, Dennis Smith, Peter Cannell, Jack Shipley, Kathy Delp, (Planning Coordinator). Mr. Burke calls the workshop open.
DISCUSSION: Representatives for the Granite Woods Subdivision project are Tom Harmon, from Civil Consultants, and Bill Firdinand the applicant’s attorney along with Mark Christopher from Woodlot Alternatives. Mr. Harmon explains to the board that they are in to show the conventional plan that has 79 lots of 80,000 square feet with two entrances to the subdivision along with the entire road frontage that would meet the requirements of the Town of South Berwick’s Zoning Ordinance. As a result of the survey, the Town lot line has shifted about 100 feet towards South Berwick. The new plans show the placement of the actual Town line.
The habitat buffer is not shown on the conventional plan. The habitat buffer shown on the cluster plan was designed specifically for the cluster plan with the help of Phil Maynadier of the Department of Inland Fisheries and Wildlife in Bangor, their representative, and Mark Christopher from Woodlot Alternatives. The conservation land is based on the best overall turtle habitat and is the end result of negotiations between these experts. If the conventional plan was accepted to go forward, the buffers would have to change and be designed for that plan specifically.
There was a large discussion about what the end result of lots being developed in the conventional plan with a wildlife corridor set up would be. In the cluster plan, Mr. Maynadier had a concern about the development of Section C. As it is laid out, it would not allow a lot of room for a habitat for the turtles when you take into consideration the impact that the homes would have in that area. He stated that the added recreational space for the homes, the noises generated by the homes and overall impact of these homes would be detrimental to that particular area of habitat.
Mr. Burke asks the participating parties if they would mind staying for the duration of the meeting and continuing the workshop after the regularly scheduled meeting. All parties are in agreement. Mr. Burke closes the workshop at 7:00p.m.

CALL TO ORDER: Mr. Burke called the meeting to order at 7:00 p.m. Dennis Smith will be a voting member of the Planning Board for this meeting.
MINUTES APPROVAL: November 18, 2003
MOTION
Mr. Smith motioned to accept the minutes of the meeting with the changes. Mr. Kendrick seconded the motion. Motion unanimously PASSED.
PUBLIC AUDIENCE: None
CORRESPONDENCE: There was a letter from Mimi Demers regarding the proposed Granite Woods Subdivision. The letter will be held onto until the appropriate time during the Public Hearing.
NEW BUSINESS: None
OLD BUSINESS: None
OTHER: A letter from Mr. Emery of Land Use Consultants regarding his participation with the Granite Woods Subdivision project. After some discussion with the board and Mr. Bill Firdinand the applicant’s attorney, it was decided that the board would use Mr. Emery when needed.
MOTION
Mr. Smith motioned to have the Planning Board if so deems request Land Use Consultants to review the preliminary plan application prior to acceptance. Mr. Cannell seconded the motion. Motion unanimously PASSED.

ADJOURNMENT: Mr. Kendrick motioned to adjourn. Mr. Shipley seconded the motion. Motion unanimously PASSED.

Mr. Harmon tells the board the red hatched areas on the cluster plan are for passive recreation. Mr. Maynadier said some limited recreation with trails may be allowable depending on where they are put. There would not be any motorized use in the spring, summer or fall. In the winter, walking trails could be used by snowmobiles because the turtles are hibernating. He also mentioned that curbs effect turtles negatively when the question was posed to him from one of the board members.
A lengthy discussion ensued regarding the length of the long cul de sac on the cluster plan. Mr. Smith would like to see it shortened with another entrance on Belle Marsh Road. In doing this, the road would go through some of the best habitat for the turtles. Mr. Maynadier from IF&W would not like to see a road go through this habitat.
Mr. Breed and Mr. Cannell had to leave the workshop at 8:10p.m. The majority of the Planning Board would like to see the cluster plan with a shorter cul de sac. As a result of a long discussion, it is decided that the applicant will go forward with the cluster plan with a cul de sac road length not to exceed 2000 feet, and relocate the 8 lots in Section C. Mr. Breed rejoins the workshop at 8:18p.m.
The Planning Board will next see a sketch plan at the next meeting. Some of the concerns with the rights of way on this project should be addressed. Recreational trails should be plotted out as well as the existing tote roads. There will be a Public Hearing before the acceptance of the Preliminary Plan. Workshop ends at 8:45p.m.
