Charter - Town Council - Town Manager Government
The Town of South Berwick has a Charter - Town Council - Town Manager form of government, which was approved in South Berwick by the Governor in 1969. The Town Manager is appointed by and reports to the Town Council and is the Town’s Chief Administrative Official, responsible for the day-to-day activities of the town.
The Town Manager serves as the Chief Administrative Officer of the Town and is responsible to the Town Council for the administration of all departments. Operating department heads serving under the direction of the Town Manager are appointed by the Manager. All other employees are appointed by the Town Manager upon recommendation from the Department Head and subject to any such personnel rules and regulations which may be adopted by the Town Council. The following major Department Heads report to the Town Manager: Assessing, Code Enforcement, Economic & Community Development, Finance, Fire, General Assistance, Human Resources, Library, Planning, Public Works, Recreation, and Town Clerk.
